Variations in Policy Diffusion and Forming Mechanism:A Comparative Study of the Grid-based Management Systems

政策扩散已成为"政策科学中最引人注目的领域之一"。绝大多数研究关注政策扩散在时空集聚上的统计特征,进而得出宏观趋势的普遍性结论,但对政策在不同主体间的变异缺乏足够关注。本文以网格化管理为例,通过北京市东城区和S市J区相应实践的比较,考察这一管理创新在扩散过程中发生的变异现象,进而探讨变异背后的原因及其作用机理。

Policy diffusion has become one of the remarkable fields in political science. Most research focuses on the statistical features of policy diffusion but the variations of policy in different subjects lack sufficient attention. The paper examines the case analysis of grid-based management in two different cities, explores the variations in management innovation, and further discusses the causes and mechanisms of these variations.
