摘要
社会主义市场经济体制的建立和发展,使中国的社会结构从过去等级单向制约的行政化结构逐渐转向平权相互制约的社会化结构。它一方面导致公共冲突由行政化的冲突形态为主转向社会化的冲突形态为主,另一方面也使原先行政主导的冲突管理体制的管理效能趋于弱化甚至产生负面效应。为了提高公共冲突管理效能,以行政主导的公共冲突管理体制必须逐渐向社会主导的公共冲突管理体制扩展。
The establishment and development of socialist market economy has promoted the gradual changes of China's social structures from hierarchy to horizon. On one band, it leads public conflict from administrative to social form, On the other hand, the con- flict management system dominated by administration is gradually diminished even to negative effect. In order to improve conflict man- agement efficiency, the management system should be transformed from administration to society-dominated system step by step.
