Modernization of National Governance Systems and Governance Capacity: China's Development Strategy and Change of Path

党的十八届三中全会提出"完善和发展中国特色社会主义制度,推进国家治理体系和治理能力现代化"的目标,这是我们党对社会主义现代化、社会主义社会形态的最新认识,又是涉及到社会主义治理理念、国家制度体系、治理者治理能力等多个层面的现代化战略。其所体现的发展转型,将开启中国现代化的宏大思路和宏伟实践。在实现向推进治理体系和治理能力现代化的路径转换进程中,我们将面临许多非常复杂的课题。

The 3 Plenary Session of 18 CPC Central Committee set out the goal of ＂improving and developing social- ist system with Chinese characteristics, promoting modernization of national governance system and governance capacity＂. This represents the latest understanding of socialist modernization and social form by our party, and functions as the mod- ernization strategy involving multiple facets such as socialist concept of governance, national institution and system, govern- ance capability of the functioning agencies. The changing mode of development will initiate the grand ideas and epoch-mak- ing practice of China＇s modernization drive. In the process of realizing modernization in governance system and governance capacity by changing the path, we will face many complex issues.
