Most provinces regarded the development of energy-saving and new energy vehicles as the most effective measure to tackle the current serious smog problem. By Feb. 10,2014, the working reports of 31 provinces(cities and autonomous regions) have been publicized, among which 12 provinces made a clear statement of further rapidly developing energysaving and new energy vehicles.
