论我国区域基本公共服务均等化的立法完善——以缩小区域收入差距为视角

On the Perfection of Legislation of Regional Equalization of Basic Public Service ——From the Perspective of Shortening Regional Income Gap

区域基本公共服务均等化通过缩小区域经济发展差距、促进区域合作、提高区域居民福利水平和自我发展能力等途径缩小区域收入差距。当前,我国区域基本公共服务不均等化问题较为突出,影响到区域收入差距的缩小,而相关立法不完善是导致区域基本公共服务不均等的重要原因。我国应确立区域公平发展的立法理念,健全区域基本公共服务均等化立法体系,完善区域基本公共服务均等化主要法律制度及配套立法,保障我国区域基本公共服务均等化的实现。

Regional equalization of basic public service may shorten regional income gap by shortening re- gional economic growth gap, promoting regional cooperation, promoting regional benefit level, and impro- ving self-development ability. Presently, the non-equalization of basic public service in different regions in our country has greatly influenced the income gap,and the imperfect legislation should be responsible for it. We should possess legislation idea of equal development, and perfect the legislation system and the supporting laws as well.
