Abstract. As an important part of the ethnic policy system with Chinese characteristics, the preferential policy for ethnic minorities regards equality, human rights, justice, and order as basic value implications. By granting a reasonable differential treatment for ethnic minorities and ethnic minority areas, it will facilitate the ethnic equality and development, and guarantee the justice of distribution and society. Moreover, it can also strengthen the national identity and realize a safe, stable and harmonious social order.
