Analysis on the Government's Collaborative Governance Mechanism in the Cross-boundary Water Pollution Disputes Settlement:A Case Study of Guangdong Province

以广东跨界水污染纠纷处理为具体研究对象,分析跨界水污染纠纷产生机理,明确政府在跨界水污染纠纷处理中角色定位,完善政府环境责任机制,统一水污染排放标准,明确水质超标责任,建立地方政府间的长效协同治理机制。

This paper conducts a case study of the cross-boundary water pollution dispute settlement occurred in Guangdong Province, analyses how this kind of disputes take place and reaches a conclusion that the government should define its role in the cross-boundary water pollution dispute settlement, the government＇s responsibility for environment should be promoted, the emission standard of polluted water should be unified in areas across the boundary, the obligation of water quality above or below the standard should also be made clear, and finally a long-term collaborative governance mechanism among local governments should he established.
