摘要
随着我国经济以及金融事业的快速发展,金融创新不断深化,人们的消费方式也不断升级,由于支付结算领域金融产品与服务具有专业性、复杂性和多样性的特征,消费者在选择支付结算领域金融消费和服务时与金融服务提供者的争议和纠纷逐年增多,因此推进支付结算领域金融消费者权益保护工作已显得尤为重要。本文透过金融消费者和支付结算领域金融消费定义及其构成阐明我国支付结算领域金融消费者权益保护存在的主要问题,并据此提出强化金融消费者权益保护的政策建议。
With the rapid development of the economy and the financial industry in China, financial innovation is deepening, consumption patterns of residents are constantly upgrading, as the financial products and services in the field of payment and settlement with the characteristics of professionalism, complexity and diversity, controversies and disputes between consumers and financial services providers have increased every year when consumers choose this kind of financial products and services, therefore, it' s very important to promote financial consumer protection work in the field of payment and settlement. This paper clarifies the main issues of financial consumer protection in the field of payment and settlement existing in china through definition of financial consumer and financial consume in the field of payment and settlement and it' s constitution, and accordingly proposes policy recommendations to strengthen finan- cial consumer protection.
