世纪之交湖南外向型农业发展的战略思考

THE STRATEGIC THINKING ABOUT THE DEVELOPMENT OF EXPORT-ORIENTED AGRICULTURE IN HUNAN PROVINCE BY THE TIME OF CENTURY REPLACEMENT

湖南是我国农业大省 ,农业生产基础好 ,地理位置适中 ,交通便利 ,发展外向型农业具有较大的优势和潜力。文中首先讨论了湖南外向型农业发展面临的国际国内经济环境 ,并对本省外向型农业发展现状及存在问题进行分析。在此基础上 ,对外向型农业发展战略思想和目标进行探讨 ,提出加快外向型农业发展的战略措施。

Hunan has great advantage and potentiality to develop export-oriented agriculture for its well-based agriculture production, superior geographical position and convenient transportation. The present economic situations both at home and abroad are analyzed. As China will become a member of the WTO soon, her agricultural product market will join in the world one. This is a chance, and also a challenge for Hunan export-oriented agriculture development. At present, Hunan′s export oriented agriculture still lies in a low level for its low commodity rate and low export rate, and the exported agricultural products are mainly primary and roughly processed ones,which obtain little foreign exchange. It is considered that for Hunan′s export oriented agriculture labor intensive and resource intensive products should be taken as the basis, technigue intensive and knowledge-inlensive products be actively developed,and the agricultural processing industry be developed as introducing foreign ivestment and technique.The following measures are suggested: 1)make an overall plan to establish the strategic position of the export oriented agriculture in Hunan; 2) depend on the development of science and technology to raise the quality of the export products; 3)construct export agricultural production bases; 4) carry out preferential policy to attract foreign investments; 5)speed up the reform of the foreign trade system.
