非正常死亡引发农村群体性事件之社会管理对策——以江苏连云港某县“2.14情人节事件”为例

近年来,在农村,经济大发展、社会大开放、人员大流动趋势日益明显,与此同时带来的社会治安管理与社会管理创新的难度与日俱增,各类非正常死亡事故引发的群体性事件呈现逐年上升趋势。非正常死亡引发群体性事件多发有一定的心理原因,各种社会因素直接影响非正常死亡事件的解决。因此,治理该类群体性事件应做到:必须畅通信息,及早稳控,牢牢把握工作主动;灵活处置,依法打击,主动应对,正确引导舆论,医院主体应规范管理、改进作风,从源头上减少不利因素。

In recent years, the trend of mass economic has developed, social opening as well as population flowing are getting clearer in rural areas, accompanied by increasing difficulty of innovation in public security and social administration. As a result, various group events caused by unnatural deaths are on the increase every year. The frequent occurrence of such group events can have some relation to psychological reasons, which means all kinds of social factors can directly affect the resolution of them. People gather quickly, make up a large group and repeat the process again and again, all of which restrain the police force greatly. Therefore, in order to tackle such group events properly, unblocked information, immediate control and firm initiative are needed. Besides, flexible countermeasures and legal punishment are also needed for the police to actively cope with every situation and properly lead the public opinion. What＇s more, the hospital, as a main body needs to regularize management, improve working measures so as to minimize unfavorable factors from the source.
