岳阳县东洞庭湖砂石资源蕴藏量丰富，其开发管理经历了一条由乱到治、逐步走向规范的艰难发展过程。实践证明，在坚持依法治矿的同时，注重探索市场经济条件下依法管矿的新途径、新办法显得尤为重要。

There contains abundant sand and stone resources in east Dongting Lake. The exploiting for the sand and stone resources has experienced a very difficult developing process before gradually normalizing from disorder to order. Practice proved that is especially important for us to administer the ore resources by new approaches and new ways in market economy basing on persisting in treatment mineral resources by laws.
