“社区为本”的信访社会工作模式的运用研究——以K社区平息独生子女政策争议为例

The Application of ‘The of ‘Community-oriented' Petition Social Work : A Case Study of K Community Settling the Policy Disputes of Rewarding Only-Child Parents

在新时期我国信访工作面临社会结构深刻变动、利益格局深刻调整、思想观念深刻变化、法律法规制度仍不完善的情况下,信访社会工作作为社会的"减震器"、"减压阀"的地位更加重要。文章通过对因独生子女政策争议引发的信访事件进行案例分析,指出"社区为本"的社区信访工作的特点与可资借鉴之处,并对该事件反映出的制度层面的问题加以探讨。

Under the background of China facing new challenges, such as fast variation of social structure, greatadjustment of social interests pattern, changes of perceptions and social values and imperfection of lawsand regulations, the model of petition social work plays an important role in resolving conflicts and problems to secure social harmony and development. Based on a case study of K community settling the policydisputes of rewarding only-child parents, this paper analyzes the characteristics of‘community-oriented'petition social work and its merits, and it also pays attention to the institutional problems reflecting inthis case.
