摘要根据发达工业国家的情况发展形成的民主理论,适用于发达工业国家,但并不那么适用于拉美及其他发展中地区。许多拉美民主国家以弱制度环境著称。此类环境对制度发展具有重大影响。不稳定的规章及其执行过程中广泛存在的自由裁量,强有力地影响着政治主体如何以及为何创设制度,这些制度为何、何时以及如何改变。
