Evaluation of Public Service Ability of the Local Governments in Ethnic Autonomous Regions

公共服务能力是一种隐性知识,必须通过一些显性指标才能描述、刻画,为了更好地描述民族地区地方政府的公共服务能力,需要直接对民族地区政府公共服务产出进行评价;另一方面则是借助于民族地区政府公共服务能力结构模型,通过聚类分析的方法,对其公共服务能力进行评价。

Public service ability is a kind of recessive knowledge which has to be described and depicted through dominant indicators. In order to better describe the public service ability of the local governments in ethnic autonomous regions, this thesis, on one hand, makes an evaluation of public service output of the local governments; and on the other hand, makes an evaluation of their public service ability based on public service ability model of these governments through cluster analysis method.
