电力调度承担着电力安全供应的主要职责,作为公共产品,由谁来提供一直是大家争论的焦点。本文从电力调度的公共产品属性出发,在对作为公共产品的电力调度是由"政府提供"还是由"企业提供"两种不同观点进行深入分析基础上,提出电力调度作为公共产品,无论由谁提供,关键问题是解决好成本核算问题。本文提出推进电力调度改革的关键是深化电力体制改革,做好电力调度成本核算;要加快修订相关法律法规,强化政府监管;为保证公平调度,电网企业不宜继续持有或发展电源项目;建议加快电力市场建设,积极推进售电侧改革,尽快形成多卖多买的电力市场格局。

It is the main responsibility of the electrical safety supply by Power-Dispatching. As a public product, who should provides it has become a focus of controversy. Viewed from the features of public product of Power- Dispatching, this paper deeply analyzes two different views of whether the government or the enterprise should provide it. As a public product, no matter who will provide it, the key problem is the cost accounting. This paper presents that deepening the power system reform is a key way to promote the reform of Power-Dispatching, but the Power- Dispatching reform is pushing the cost accounting. We suggest that it is necessary to speed up the amendment of relevant laws and regulations, and strengthen the supervision of the government to ensure fair of Power-Dispatching. In order to ensure the fair dispatching, it suggests that the grid enterprise should not continue to hold or to develop power projects. And it proposes to accelerate the building of the electricity market, actively promotes the reform of electricity sales side, quickly shapes up the power marketing pattern of＂more selling＂ and ＂more buying＂.
