Initial Analysis of Promoting China's Energy Revolution System and Mechanism Reform

本文总结了近年来世界各国能源体制机制在新的能源转型背景下的发展趋势和经验,分析了面向能源革命我国能源体制机制存在的主要障碍和制约,研究提出了为推动能源革命在建设能源科技创新体系、强化法律保障地位、建立管理和监管体制、推动市场化改革和财税体制改革等五大改革重点。

This paper summarizes the recent world energy trends and institutional mechanisms of countries to experience the transformation of energy in the new context, and analyzes the main existed obstacles of China energy institutional mechanisms while facing the energy revolution. And it studies and presents the five major focus of the reform to promote energy revolution such as the construction of energy science and technology innovation system, strengthening the position of legal guarantee, building of management and supervision system, promoting the market- based reform and reform of the fiscal and taxation systems.
