Basic Requirement for and Approaches to Rural Environment Improvement ——Taking Wuhan as an Example

乡村环境治理是新农村建设中的重要内容,也是深入贯彻落实科学发展观、落实生态文明建设任务、实现农村地区可持续发展的具体体现。乡村环境治理必须遵循"两型"社会建设要求,以清洁生产、村庄宜居、生态和谐为相互促进、相互支撑的着力点,以推进新型城乡一体化为核心目标进行总体规划和布局,积极发展农村生态经济,推进小城镇及中心村建设,建立有效的社会动员机制,形成政府主导、社会支持、群众参与的治理格局。

The improvement project of the rural environment is an important part in building a new countryside and also an incarnation of the concept of scientific development,civilized ecology,and sustainable rural development.The project must follow the requirement for the construction of a 'two-typed'society,focus on inter-promotion and inter-supportiveness among clean production,habitable villages,and ecological harmony; its comprehensive plan and layout must be targeted on a new-typed rural-urban integration,and must actively push forward the construction of small cities and major villages,and establish an efficient mechanism of social mobilization. The accomplishment of the project relies on a setup that is directed by the government with public support and people's participation.
