加强我国新农村基层民主建设的路径探讨

A Study on the Paths to Strengthen the Construction of Grassroots Democracy in China's New Countryside

要切实加强我国新农村基层民主建设,就必须加快农村城镇化建设,大力发展现代农业,积极发展特色经济与优势产业,夯实基层民主建设的物质基础;加强农村文化设施、文化队伍建设,多形式多渠道宣传民主理念,肥沃基层民主建设的精神土壤;加强村干部培训与管理,努力提高其科学文化素质、民主法治素质,增强农村基层党组织的战斗力、凝聚力,积极发挥大学生村官的表率作用,抓好基层民主建设的关键力量;健全民主选举、民主决策、民主管理、民主监督制度,完善基层民主建设的制度保障。

To strengthen the democratic construction at the basic level of China＇s new countryside, we must acceler- ate the construction of rural urbanization, develop modern agriculture, and the distinctive economy and the advantageous in- dustry, consolidate the material foundation of democracy construction. Besides ,we must strengthen the building of rural cul- tural facilities and cultural team in polymorphous type to promote the concept of democracy through multi channels, enrich the fertile soil for the spirit of democratic construction among village cadres at the basic level. At the same time, we must strengthen the training and management of village cadres, improve their scientific and cultural qualities, the quality of de- mocracy and the rule of law, strengthen the coherence of rural grassroots party organizations, make university students as vil- lage officials play an active role, grasp the key forces of democracy construction. Perfecting the democratic election, demo- cratic decision-making, democratic management, democratic supervision system, and improve the system to ensure the de- mocracy at the grassroots level the construction is also not to be overlooked.
