浅论国外解决失地农民保障的经验及启示

A Brief Comment on the Experience of Social Security System for Landless Farmers in Foreign Countries and Its Enlightenment

国外在解决失地农民问题上积累了丰富的经验。通过对国外土地征用制度、解决失地农民保障问题、对失地农民培训教育等三方面的经验进行分析受到启示,在完善土地征用程序、完善合理的征地补偿机制、采取多元化的安置方式、建立多层次覆盖面广泛的社保体系、多元的社会保障基金投入和监管机制、多层次的失地农民再就业培训机构等方面提出了合理建议,对解决河南失地农民的保障问题具有一定的借鉴意义。

There is rich experience in solving the problem of landless farmers in foreign countries. Based on an analy- sis about foreign experience in aspects including land requisition system, social security system for landless farmers and training and education for landless farmers, the article puts forward some reasonable proposals to perfect the procedure of land requisition, to improve reasonable land compensation system, to adopt diverse ways of resettlement and to establish multi-level extensive social security system, multiple social security fund, supervision mechanism and multi-level training in- stitutions for landless farmers ,which has certain significance to the solution of the security problem of landless farmers in Henan.
