高度自治权是特别行政区制度的核心要素,特别行政区制度是高度自治权的载体。高度自治权内涵的廓清,对于分析特别行政区制度在我国国家管理体制中的地位与作用具有极为重要的理论意义。在大国治理背景下,高度自治权可以经由治理视野加以理解。以高度自治权为核心的特别行政区治理,既是授权自治,又体现为一种新型的地方治理,法律治理与社会治理。

The high degree of autonomy is the core element of the system of the special administra-tive region ,w hich is in turn the carrier of the former .Clarifying the connotation of the high degree of autonomy is of theoretical significance to the analysis about the position and function of the system of the special administrative region in our national management system .From the perspec-tive of governance ,the high degree of autonomy can be understood against the background of the big country’s governance .With the high degree of autonomy as its core ,the governance of the special administrative region is authorized autonomy ,w hich embodies a new kind of local ,legal and social governance .
