社会管理创新视域下提升政府公信力研究

当下中国的经济社会状况发生了深刻变化,这种变化给政府的社会管理工作带来了诸多问题与挑战。社会管理创新与政府公信力之间存在互为因果的辩证关系:一方面,良好的政府公信力是社会管理创新的必要条件,因为只有公众信赖政府,社会管理创新才可能顺利推进;另一方面,政府与时俱进地创新社会管理方式,解决社会矛盾,能够大大提升政府公信力。在目前政府公信力日益削弱的形势下,社会管理创新理念的提出正当其时,政府应当树立服务型政府的执政理念,健全权力的监督制约机制,取信于民;培育公民社会,放权于民,执政为民。

At present, economic and social situation has undergone profound changes, which brings many prob- lems and challenges to the management of government and the credibility of government is gradually weakened. Social management innovation and the credibility of government have relations： on the one hand, good government credibility is the condition of social management innovation, because only when the public trusts the government can social management innovation be smoothly promoted; On the other hand, only if the government improves so- cial management mode and resolves social contradictions can its credibility be greatly enhanced. At a time when the government＇s credibility gets increasingly weakened, it is reasonable to put forward social management innovation concept. To improve the credibility of the government, though we can not do it all, but not fall into a circular argu- ment. The government should set up the service-oriented concept and get people＇ s trust; it should establish the power-supervising and restricting mechanism and work really for people; and it should also foster a civil society and release certain power to the people.
