Change of Logic:University Autonomy Wrestling with Government Control ——The Reform of Universities since 1990's in Japan

日本高等教育自20世纪90年代开始进入所谓的第三次改革时期,20多年来的改革使日本的大学发生了深刻而广泛的变化,有些领域的变革甚至可以说是日本近代大学制度建立以来前所未有的。在这场变革中,大学与政府有着各自不同的利益诉求与期待目标,使得变革的过程充满了矛盾。其中,如何在适应社会变化、实施变革的过程中坚守大学自治的底线,不仅关乎大学的基本原则,也是政府在推动高等教育变革时必须加以顾及的。

Higher education began the third period of reform since 1990＇s in Japan. The reform has made widespread and profound changes of universities in more than 20 years, even can be said, some changes have never happened since the founding of the Japanese ern university system. In this reform, universities and government with different interest demands and expectations of target, make the change process be full of contradictions. How to stick to the bottom line of university autonomy in adapting to social changes and implementing the reform, which not only concerns the basic principles of universities, but also the government must take into account in promoting the reform of higher education.
