摘要
随着我国改革开放和市场经济的发展,工业化和城镇化路程的加快,以及经济快速增长带动的城市化聚集效应,大量农村人口向城市转移;再加上城市中低收入居民改善居住的需求,导致城市的房地产市场需求旺盛,住宅供应量严重不足,供需矛盾日益突出。在巨大利益的驱使下,各地出现很多利用我国城乡二元土地所有制存在的政策漏洞所建设的房价相对低廉的小产权房,引起了房地产市场的混乱。论文通过分析小产权房出现的主要根源,从政府管理角度提出了解决小产权房问题的途径。
Since china’s reform and opening-up policy,along with the development of the market economy,the in-dustrialization and urbanization have been accelerated.As a result,the aggregation effect of urbanization and transfer of rural population to urban have been driven by the rapid economic growth.In addition,the needs of the improvement of their living conditions of low-income residents in cities resulted in strong demand for the city's real estate market and a serious shortage of housing supply,which means that the contradiction between supply and demand became increas-ingly prominent.Driven by huge profits,the investment of the houses with limited property at low cost,which were built by use of the existing loopholes of urban and rural land ownership policy,caused the real estate market confusion. This paper analyzes the main causes of the appearance of the houses with limited property and proposes ways to solve the problem from the perspective of government.
