权力制约的制度建设探讨

把权力关进制度笼子,坚持用制度管权,是十八届三中全会提出的权力制约的根本之策。只有充分发挥"制度笼子"的功能,才能促进领导干部用权自觉。把权力关进制度笼子关键就在于形成科学有效的权力运行体系,用制度监督、规范、约束、制衡权力。要公开权力运行流程,明晰权力清单,完善各项办事公开制度。要健全权力监督体系,建立全方位的用权监督制度,尤其要让人民监督权力,保证权力在阳光下正确运行。

It was put forward on the Third Plenary of the.18th National Committee of the CPC, as the funda- mental and essential countermeasures concerning power management, that the power should be restricted by the mechanisms. The restriction provided by mechanisms, the core of which is to establish a scientific and effective op, eration system, guarantees the proper use of the power by the cadres and leaders. Therefore, it is important that a system with the function including supervision, regulation, restriction and counterbalance be established. The public- ity of the flow path, content and mechanism regarding the use of the power is required. The monitoring by the peoole is another important guarantee.
