中俄推动建立亚太地区安全与合作架构的战略思考

Strategic Thought about Sino-Russian Promotion of the Establishment of Asia-Pacific Regional Security and Cooperation Architecture

2010年中俄两国在发表的《中俄关于全面深化战略协作伙伴关系的联合声明》中提出建立亚太地区安全与合作架构,并倡议在亚太地区确立国际公认的基本准则。2013年中俄在东亚峰会上正式提出了建立亚太地区安全与合作架构的倡议。建立亚太地区安全与合作架构是应对亚太地区复杂的安全形势与挑战,维护亚太地区和平、安全与可持续发展的战略性构想。它以互信、互利、平等、协作的新安全观为理念,以国际法和国际公认的基本准则为法律基础,具有开放、透明、平等和包容的特点。建立亚太地区安全与合作架构描绘了未来亚太地区一体化发展蓝图,对于推动亚太地区国际体系转型,建设公正、民主、和谐的亚太地区新秩序,为中国和平发展创造良好的周边地区环境,将具有重要战略意义。

China and Russia published a joint statement on deepening the bilateral comprehensive strategic cooperative partnership in 2010,which proposed to establish Asia-Pacific regional security and cooperation architecture,and suggested to establish internationally recognized basic norms in Asia-Pacific region. In the 2013 East Asia Summit,China and Russia formally proposed the initiative of establishing security and cooperation architecture in the Asia-Pacific region. The establishment of Asia-Pacific regional security and cooperation architecture is a strategic conception to cope with the complex security situation and challenges,to maintain the peace,security and sustainable development in the Asia-Pacific region. It takes a new security concept of mutual trust,mutual benefit,equality and cooperation and takes the international law and internationally recognized basic norms as legal basis. It also has the characteristics of open,transparent,equitable,and inclusive. The establishment of Asia-Pacific regional security and cooperation architecture provides a blueprint for the future integrated development of the Asia-Pacific region. It will be of strategic importance for promoting the transformation of international system of Asia Pacific area,building a fair,democratic,and harmonious new order,and creating a good environment for the Chinese peaceful development.
