文章着重从深圳经济特区初创时期的土地租赁制度的成功实践着手,阐述了地租理论视野下"租赁土地"与"土地使用"的关系,在此基础上,分析了初创时期与"土地租赁"并存的几种土地开发模式之差别,并对土地资源短缺时期租赁制度的创新运用进行了初步探讨。
