基于提升公立医院管理效能的“党政领导班子联片点”模式探索

Discussion on the role of party and administration leader contracts to hospital departments mode on improving management efficiency in public hospital

目的：通过开展“党政领导班子联片点”活动，增强职能部门服务意识，解决临床科室存在的问题。方法：成立10个联片小组，每年至少开展3次与对应6～7个临床科室的实地调研活动。结果：2012年解决问题360项（次），2013年解决问题453项（次），平均住院日从决策落实前的11.2天降低至10.8天。结论：“党政领导班子联片点”活动促使职能部门紧密围绕临床科室服务，临床科室紧密围绕患者服务，医院综合管理效能不断提升。

Objectives： Carrying out party and administrative leader contracts departments to strengthen the service awareness of function department and solve problems in clinical department. Methods： Ten contracts group were shaped and each group investigated 6-7 clinical departments at least 3 times a year. Results： 360 problems were solved in 2012 and 453 in 2013. The average length of stay has reduced from 11.2 days to 10.8 days after implementing this mode. Conclusions： This mode promotes function departments closely service for clinical department and clinical department closely service for patient. Hospital management efficiency is increasing.
