对外贸易对我市经济社会发展的作用初探

The Impact of Foreign Trade on Economic Society Development in Tianjin

天津是一个"因贸而兴"的城市,加入WTO后,我市对外贸易呈现跨越式增长态势。自2001年至2012年间年平均增速达18.3%。对外贸易的快速发展,不仅证明了实施这一外向型策略的正确性,而且成为了推动全市经济社会发展的重要动力。但由于受国际金融危机影响,近年外贸增速有所放缓,再加之出口退税分担机制,一些部门和地区对促进外贸发展产生了质疑。因此有必要认清出口退税的意义,理清出口退税的流转数据,进一步统一思想认识,凝聚力量,推动外贸发展。

Tianjin is a city thriving on trade. After China＇s access to WTO, the foreign trade shows such a leap in growth that the annual average growth rose by 18.3% from 2001 to 2012. The rapid development of foreign trade not only proves the correctness of the implementation of the export-oriented strategy, but promotes the economic society development in Tianjin as an important driving force. Affected by the global financial crisis, foreign trade growth has slowed down in recent years. In addition, some regions and departments have questioned the promotion of the development of foreign trade because of the export tax rebate sharing mechanism. Therefore, it is necessary to recognize the significance of the export tax rebate, sort out the transfer data, further unify the ideological understanding and strengthen the cohesion in order to oromote the development of foreien trade.
