浙江省高职院校教育经费投入现状及对策研究

On the Present Educational Investment in Higher Vocational Colleges of Zhejiang Province

在对2008-2011年高职教育经费来源结构和投入现状进行深入分析后,发现高职教育经费投入不足已成为制约高职教育发展的主要障碍。高职教育还存在着教育经费投入来源结构不均衡、行业、企业等社会力量投入不足、个人受教育成本偏高、教育经费投入政策未能有效实施,相关制度尚未健全等问题。因此,应落实政府责任、加大公共财政投入,制订优惠政策、吸引社会力量投入,控制学费比例、健全资助制度,增强"造血"功能、提升自我发展等多渠道筹措经费的投入保障机制。

This essay analyzed the present status of the educational investment in higher vocational colleges from 2008 to 2011 in Zhejiang Province and found that insufficient fund invested in higher vocational colleges turns out to be the major obstacle to the advance of the higher vocational education. Problems still exist in higher vocational education including the uneven educational fund sources, insufficient investment from industries, enterprises and other social forces, high individual educational cost, ineffective implementation of the educational investment policy, and lack of imperfect mechanism concerned. Therefore, it is necessary to implement a multi-channel investment guaranteeing mechanism that covers responsible government functions, increasing investment of public finance, preferential policies, fundraising from social forces, proportionate control of tuition fees, perfect funding system, efficient fiscal management and self-development capabilities.
