Based on the city sprawl issue, the essay systematically discusses the history about American community planning mode, from the ideation of neighborhood to ＂smart growth＇policy, and elucidates obstacles when implemen- ting and practicing＂smart growth＂ policy. Furthermore, proposes the strategies for China which can be revelated.
