EU-Seal Product is a classical case DSB of WTO applied TBT Agreement, and Also a protection issue verdict organization of WTO to deal with the protection of animal welfare for the first time in the history of multilateral trading system. Based on the reports of the panel, this paper discusses how to use this Agreement in technical regulations, and puts the focus on analyzing definition and the principles of the necessity and non-discrimination of technical regulations.
