为了坚持科学发展观、深化改革、实现"中国梦",各级领导干部不仅需要有足够的智慧和勇气,也需要具备现代项目管理的理念和知识。党的十八大提出的改革方略将给国家、社会带来更大、更多的变化,国家治理的完善过程中会伴随着产生大量新的需求、新的任务和新的问题。这些需求满足、任务完成和问题解决过程的管理方式具有典型的项目管理特点。现代项目管理的核心价值在于通过动态资源的整合、柔性组织的构建和生命周期的管控以完成具有创新特点的任务并满足利益相关方需要。领导干部需要具备现代项目管理的理念、知识和方法,才能提升其在国家治理中承担职责的胜任能力,切实提高领导改革的科学性和有效性。

The leaders at all government levels to adhere the scientific outlook on development, to deepen the reform and pursue the Chinese Dream not only need enough courage and wisdom, but also the scientific methodology support of mod- ern project management. The reform strategy proposed on The Eighteenth National Congress of the CPC will bring our country and society greater and more changes, and also accompany with a large number of projects. The leaderships need to understand the philosophy, knowledge and methods of modern project management that can improve their competence of the decision-making and management in the changing society, and strengthen scientifically the effectiveness of the leading reform.
