为了控制江仓一号井项目的建设投资,依照矿井建设的内在逻辑,结合当地高原高寒的客观环境,采取以投资为中心,从设计阶段控制项目造价、施工阶段控制各项费用的发生,探索出了以项目设计为重点,以工程建设为主线,以投资控制为中心的资金控制基本框架,完成了项目建设的投资目标。
