Security of Society and Provincial Judge in Late Qing Dynasty

晚清时期政府日益腐败,外敌接连入侵,农民起义风起云涌,社会失序,社会治安面临严峻形势。对行省社会治安负有直接领导责任的按察使积极采取应对措施,力求恢复社会安定局面。按察使维护社会治安的努力最终未能挽救清朝灭亡的命运。究其原因,清朝的灭亡是其腐朽没落的封建制度所决定的。

In later Qing Dynasty ,governmental corruption was becoming increasingly serious and with foreign aggression and numerous peasant uprisings ,social security was facing a severe situation .Pro-vincial judges w ho had direct leadership responsibility took active measures to maintain public stabili-ty ,but their efforts to maintain social order ultimately failed to save the fate of the Qing Dynasty be-cause the collapse of the Qing dynasty was determined by the decayed feudal system .
