Children of Great Transformation:Revisiting Child Welfare Policy

中国正在经历前所未有的社会转型,身处大转型期的儿童要面对不平等、流动性与脆弱性,其生命历程深受影响,生存与发展的机会结构呈现出多元的态势。论文指出要建构发展型的儿童福利政策体系以满足不同儿童群体的需要、保障儿童免于各类社会问题的困扰、提升儿童向上流动的机会。

China is in the process of great transformation. In this particular context many children have to cope with inequality, mobility and vulnerability. This essay proposes to establish a developmental child welfare policy framework, which aims to meet children＇s needs, protect children from abuse and neglect, and enhance their upward mobility opportunities.
