借十八届三中全会新政东风 全面深化中国油气领域改革

Analysis of and reaction to the reform of China's oil and gas industry specified in policies adopted by the Third Plenary Session of the 18th CPC Central Committee

党的十八届三中全会通过的《中共中央关于全面深化改革若干重大问题的决定》,指明了我国油气领域全面深化改革的方向,提出了具有全局和战略意义的众多重大改革举措。未来我国油气领域改革应紧紧围绕"使市场在资源配置中起决定性作用"这一核心原则,以"实现油气资源国家所有者的权益,实现油气资源经济、社会和环境效益的统一,实现油气资源的可持续利用,保障国家能源安全和经济社会的可持续发展"为根本目的,系统、全面地深化油气领域管理六大方面改革,即油气领域市场规则改革、油气价格改革、油气管网等基础设施运营监管改革、油气领域国有企业改革和油气领域科技创新改革。

The recently concluded Third Plenary Session of the 18th CPC Central Committee laid out the steps required for significant reform of China's oil and gas industry. These reforms affect several areas of the industry: market rules, pricing mechanisms, regulation of infrastructure(e.g., the pipeline network), SOEs, and technical innovation. Reform is based on the principle that the market play a decisive role in resource allocation. The specific language cited to justify the reform is to 'further the interest of countries that own the oil & gas resources, achieve a unified oil and gas economy with social and environmental benefits, make utilization of oil and gas sustainable, and ensure the nation's energy security and overall socio-economic sustainability'.
