社会资本参与下的农村老年协会发展——以国际助老会陕西项目为例

Research on Development of Rural Old People Association with the Participation of Social Capital

回顾农村老年协会的起源与演变过程,总结了农村老年协会的功能。针对老年协会的发展困境,提出了政府主导、社会资本参与的农村老年协会发展思路,同时建立健全培训体系和志愿者队伍,促进农村老年协会进一步发展。

This paper reviews the origin and evolution process of the rural Old People Association,summarizes the function of the rural Old People Association.According to the dilemma of the rural OPAs,this paper puts forward a development model of the OPAs which the government led with the participation of social capital,at the same time,establish and perfect the training system and the volunteer team to promote the further development of the rural Old People Association.
