西部地区体育公共服务均等化路径选择

On Selection of Approaches to Public Sports Service Equalization in West China

体育公共服务均等化是和谐社会的应然要求。但在西部地区,体育公共服务非均等化现象凸显,存在着显著的区域差距、城乡差距和群体差距。实现西部地区体育公共服务均等化,必须勾勒出科学的均等化路径:以科学发展观为指导思想,构建体育公共服务体系;以共享体育发展成果为目标,设立全国体育公共服务均等化标准;以更加注重公平为原则,改革财税体制;以增强自我发展能力为主线,多元化发展体育公共服务产品供给方式;以加强体育公共服务制度创新为保障,创建服务型政府。

Although a necessity for building the harmonious society, public sports equalization is far from realized in the west regions of China, especially in the rural areas and among certain groups of peo- ple. Outlining some scientific approaches, therefore, becomes necessary that are 1 ） guided by the scientif- ic approach to development for the construction of public sports service system ; 2） oriented towards sharing sports achievements for the establishment of national public sports service equalization standards; 3 ） di- rected by the principle of equality for the reform of the finance and taxation systems; 4） centered around the self - development capability for the diversified supply of public sports service products ; and 5 ） guar- anteed by intensified public sports service system innovation efforts for the creation of a service - oriented government.
