云南边境少数民族地区县域义务教育均衡发展研究——以耿马傣族佤族自治县为例

摘要 义务教育均衡发展是促进社会公平正义的基础性、先导性、全局性奠基工程之一。笔者以耿马傣族、佤族自治县为典型案例,采用实证分析方法,对耿马县的中小学办学基本条件达标状况、校际均衡发展评价等方面进行了深入分析,并以此指出云南省边境少数民族地区县域义务教育均衡发展要树立底线思维,补齐边境民族地区义务教育办学条件的"短板",要注重边境民族地区义务教育"软指标"的均衡发展,要高度警惕边境民族地区义务教育的"表象均衡"和"低位均衡"。 Balanced development of compulsory education is one of the most important projects of basic importance, prospective vision and overall significance in promoting socialist equality and justice. This paper chooses the Gengma Dai and Wa Nationalities Autonomous County as its object of case study and investigates deep into the basic qualification status, inter- school development balance evaluation and other aspects of the primary and secondary schools of the chosen county with the empirical analysis method. The paper then points out that it is necessary to adopt the "bottom- line" notion when driving to attain balanced develop- ment of compulsory education in Yunnan' s frontier counties inhabited by minority ethnic groups to make up the short -supplied schooling conditions. Meanwhile attention should be paid to the "soft indexes" of compulsory education development to prevent both "superficial balance" and "low- level balance. "
