摘要
随着"四化"同步发展理念实施,新型城镇化已经成为扩大内需、刺激经济新一轮发展的最大潜力所在,而土地流转则是其重要影响因素。然而,目前国内农村普遍存在诸如土地产权不明晰、土地流转速度过快、土地要素价格机制不完善、缺乏产业支撑等问题,政府应结合市场规律发挥相应职能作用,调节土地要素供求,完善土地流转市场,落实配套改革,促进新型城镇化实现。
With the implementation of the concept of synchronous development--＂four modernizations＂, new-style urbanization has become the greatest potential of expanding domestic demand and stimulating a new round of economic development. Among the important influencing factors,land circulation is closely related to the realization of the new-style urbanization and will be an inevitable trend. However,rural villages are plagued with problems like unclear land property rights,overspeeding of land circulation,imperfect price mechanism of land element and inadequate industry support. The government should follow the market law the market
