Inflation Tax and Underground Economy:A New Perspective

许多贫穷国家都有这样一个奇怪的现象,居高不下的通货膨胀率和庞大的地下经济并存,两者呈现出高度的正相关性,其原因在于贫穷国家的金融市场大多效率低下,使得企业通过金融部门进行经营得到的好处无法弥补税收带来的成本,进而更倾向于地下现金交易,以此来逃避政府的税收征管,出现这种情况时,政府往往通过征收通货膨胀税的方式来对看不见的地下现金交易征税,以弥补地下经济带来的税收流失,因而诱发了通货膨胀率和地下经济"双高"的现象。要走出这个困境,需要从根本上改善贫穷国家金融部门运作的效率,将通货膨胀和地下经济都控制在一个合理的水平。

There is a strange phenomenon in many impoverished countries：hyperinflation co-exists with massive scale of underground economy,both showing a high positive correlation with each other. The reason is that the financial markets in these countries are inefficient. The profit enterprises earn from the financial sector can hardly make up for the cost of tax,so they resort to underground cash transactions to evade the these countries and keep the inflation rate and tha underground economy within a reasonable range.
