对当前水土保持工作遇到的问题一一摆出 ,主要包括当前政策的不完善性和水土保持法规在实际操作中的不适应性等。并提出了水土保持工作新的作法 ,为今后水保工作提供依据。

Some existing problems in the work of soil and water conservation that we are confronting with,which include unperfecting of policy and unsuitability in practical operation of the soil and water conservation law.Hence,the author put forwand new methods of soil and water conservation to provide guidance for future work.
