Development Level,Structure and Impact of Producer Services for Tertiary Industry in Beijing and Shanghai

在界定生产服务与第三产业生产服务的基础上,采用投入产出分析方法,对京沪第三产业生产服务业的发展水平、部门结构及其影响进行了比较研究。研究发现:京沪服务型生产资料的投入已超过实物型生产资料,第三产业投入软化趋势明显;京沪第三产业生产服务业以租赁和商务服务、信息传输计算机服务和软件业、金融业以及交通运输和仓储为主体,研究与试验发展、综合技术、教育等知识密集型服务较少;京沪第三产业生产服务对第三产业的产出具有显著的促进作用,服务投入产出弹性超过实物和劳动的产出弹性。主要启示:随着第三产业比重持续上升,第三产业生产服务将成为生产服务的主体;适时发展第三产业生产服务业,并将其作为推动第三产业升级的重要手段;转变生产服务业主要服务于第二产业的静态性认知和片面性政策操作,重视城市第三产业生产服务的发展;重视发展面向私营企业和个体经营者的第三产业生产服务。

Based on the definition of producer services and producer services for tertiary industry, this paper employs the in- put-output approach to conduct a comparative study on development level, structure and impact of producer services for tertiary industry between Beijing and Shanghai. The research finds that in Beijing and Shanghai： The input of service-oriented factors of production is much more than the input of physical factors of production with an obvious softening tendency in tertiary industry in- put; Producer services for tertiary industry are dominated by leasing and business services, information transmission, computer services and software industry, financial services, transportation and warehousing, while knowledge-intensive services such as re- search, experiment development, integrated technology and education are less; Producer services for tertiary industry plays a sig- nificant role in promoting the output of tertiary industry and the service input-output elasticity is bigger than the output elasticity of material and labor. The main revelations are as followed. We should realize that with the continued rising proportion of tertiary in- dustry, producer services for tertiary industry will become the main body of producer services. Timely development of producer services for tertiary industry can be taken as the most important way to promote tertiary industry. The static cognition that produc- er services mainly serve the secondary industry and the one-sided policy operation should be changed to attach the importance to the development of producer service for tertiary industry in the city. The importance should be attached to the development of pro- ducer services for tertiary industry for private enterprises and self-employed individuals.
