党的十八大报告提出,经济体制改革的核心问题是处理好政府和市场的关系,必须更加尊重市场规律,更好发挥政府作用。承接产业转移过程中,资源配置的基础是市场,承接的主体是企业,政府的引导作用不可或缺。对企业来说,一个权力不受约束的强大政府通常难以给出一个可置信的承诺。因此,研究承接产业转移过程中地方政府的置信度问题具有重要理论意义。
