The Policy Framework Characteristics and Implementation Deviation in Chinese Environmental Politics

中国环境政治中的执行偏差一直是困扰环境治理的一个核心问题。本文以政策执行的模糊—冲突模型为概念框架,结合田野研究的经验数据,分析了中国环境政策框架的特征对政策执行偏差的影响。本文的主要结论是:中国环境政策框架表现出的冲突性与模糊性相结合的特征在一定程度上导致政策执行者将其解读为"象征性政策",选择"象征性执行"模式,从而产生了执行偏差。

Implementation deviation has always been one of the core problems of environmental governance in China＇s environmental politics, This paper, taking the ambiguity-conflict model of policy implementation as the conceptual framework and combining with the empirical data of field research, analyzes the impact of characteristics of Chinese environmental policy framework upon the policy implementation deviation. The main conclusion of this paper include： the combination of characteristics of conflict and ambiguity showed in Chinese environmental policy framework has in a certain extent led to the interpretation of ＂symbolic policy＂ by the policy implementation department. Therefore, they would choose the ＂symbolic execution＂ mode, resulting in the deviation of the implementation.
