乡镇政权组织与制度变迁的特点、机构膨胀的成因及对策探讨

Being Overexpanded Organization and Staff in Regimes of Villages and Towns and Its Causes

本文利用对多家乡镇政权组织的调查资料 ,着重分析了 5 0年间中国乡镇政权组织与制度变迁的特点、机构和人员膨胀的原因 ,以及乡镇政权组织与制度对经济发展的影响 ,并深入探讨了乡镇政权组织与制度改革的对策。

Basing on the case study, this paper described and analyzed the organizational framework and arrangement of villages and towns regimes in the period of the years of 1949～1957\1958～1982 and 1983 till today. The same topic also has been examined about subordinate institution of the regimes. After these survey, this article point out four main reasons as the results of the overexpanded organization and staff in regimes of villages and towns; the first one is traditional planned economy system require elaborate division. Second, although the organization of the party and the administration has been separated, but a lot of staff has be arranged in their work. Third, personal mechanism make the results that organization and stuff can increase but can not decrease, finally, fiscal and tax system have provided a place for organization and staff overextending in the villages and towns regimes.
