Research On Petition System Reform and Social Work Intervention

中国信访工作开展已半个世纪有余,发展历史较为悠久,但处于社会体制改革转型期的信访工作并不顺利。文章回顾了我国信访制度的发展历程,深入探讨信访制度在我国建立的现实性需求,以及当前我国信访制度的发展困境。在此基础上分析了社会工作介入信访领域的理论基础,并从过程介入和结果介入两个方面探讨社工介入信访的操作化手段。社会工作作为一项专业的服务技术,其介入信访领域适应了我国信访制度改革的需要。

China＇ s petition work has a long history of more than half a century, but the work is not smoothly in the period of so- cial system ＇ s reforming and transition. This thesis reviews the development history of China＇ s petition system, depth investigates the reality needs that petition system has established in our country, and the current development dilemma of China＇ s petition system. Based on the above, we analyze the theoretical basis for social work intervene the field of petition, and explore the operation means of social work involve in the petition from two aspects： Process Involve and Results Involve. As a professional services technology, social work involve in the petition adapts to the need of the petition system reform.
