跨部门合作:政府、市场与社会协同增效的机制——以宁波市81890社会服务平台为例

Intra-agency Cooperation: Synergies and Efficiency Mechanism among Government,Market and Society

城市基层混合性服务供给是政府和社会关注的热点问题之一。跨部门合作治理为解决该问题提供了新思路。本文以宁波市81890社会组织服务平台为个案,研究政府、市场和社会等多种服务供给机制之间相互嵌入、协同增效,协同供给城市基层混合性服务的机制。资源整合是跨部门协同供给服务的主要特征,在未来的跨部门协同中,政府应该积极地从主导者向倡议者、召集者转变,积极培育社会治理主体,推动社会自主治理。

Mixed service provision at the grassroots level is one of the hot issues of social concern in city. Intra-agency cooperation provides a new idea to solve the problem. Taking 81890 service platform of so- cial organization in Ningbo as a case, the article researches the mutual supply mechanism embedded among government, market and society. Resource integration is the main features of collaborative supply services. In the future, government should actively become an advocates and convener of cooperation from a leader, sup- port and cultivate social governance body, and promote social self-governance.
