摘要
工薪是普通劳动者的生存根本和最大利益诉求,建立和完善正常工资增长机制,建立健康和谐的劳动力市场乃至和谐劳动关系,不仅需要我们周密论证、制度构建,更需要科学立法、政府监管,乃至法律责任的规制。作为劳动者合法权益的代表者和维护者的工会组织,应当是工资集体协商的推动者和组织者;要完善立法,提升立法层次,增加罚则;要实现工会干部职业化,工会干部队伍专职化;要提升协商人员的综合素质及组建专门谈判团队,构建和完善工资集体协商制度。
