民营企业范畴的界定

Definition on the Scope of “Non-state Run Enterprise”

国内当前对民营企业这一范畴的界定不一 ,有认为它是私有的 ,有认为它是非国有的 ,也有认为它包括所有的经济形式 ,还有认为这一范畴不规范而主张取消的。这极不利于民营企业在理论上的澄清及其在实践中的发展。本文在对这些观点进行分析和总结的基础上 ,尝试提出自己的看法 ,即民营企业是由某一民间集体不可分割地共同拥有全部或部分企业所有权 。

Definiction on the scope of “non-state” run enterprise are different at present in our country. Some scholars think it’s private enterprise, some regard it as “not owned by the state”, some think it includs all kinds of economies, also some think it’s not standard and should be cancled. All of the above will do harm to the development of non-state run enterprise both in theory and practice. On the basis of analysing and summarizing the above iseas, this article puts forward it’s own ideas that non-state run enterprises are economical entities which are totally or partly owned by some certain local groups and are also directly or indirectly runned by them.
